A Brief Overview

In England and Scotland, valuation bands are based on levels of value on 1 April 1991, not what a property is worth today. In Wales, valuation bands are based on levels of value on 1 April 2003.

The Valuation Office Agency (VOA) is responsible for keeping council tax bands up to date in England and Wales. Council tax bills and payments are dealt with by your local council.

Council Tax is the system of local taxation used in England, Scotland and Wales to part fund the services provided by local government in each country. It was introduced in 1993 by the Local Government Finance Act 1992.

In 1991, following the collapse of the poll tax, all houses were placed in valuation bands in preparation for the launch of the new system in 1993.
